Fifty years ago, America began a grand experiment known as "deinstititutionalization" by transferring to the federal government the fiscal responsibility for individuals with mental illnesses. "Rarely in the history of American government has a program conceived with such good intentions produced such bad results," says Dr. E. Fuller Torrey in a call for reform: "How to Bring Sanity to Our Mental Health System" published Dec. 19 by The Heritage Foundation.
